Description: This is the transcript of a speech given by Romanian head of state Nicolae Ceauşescu at the 1989 Political Consultative Committee (PCC) meeting in Bucharest. He emphasizes the need for radical disarmament. Although he supports the right of each European country to pursue its own independent political development, he favors continued cooperation between the Socialist countries should the Warsaw Pact be dissolved. At the end of his speech, he discusses questions of economic development.
