The report was given during the 12th session of the Warsaw Pact's Committee of Defense Ministers (CDM) in Warsaw in 1979. Against the background of NATO's double-track decision, the Soviet leadership is willing to reduce its intermediate-range nuclear weapons that are deployed in the western part of the Soviet Union. The precondition is that the US not deploy any new intermediate-range nuclear weapons in Western Europe. The report reviews NATO's reaction on the proposal and its current military policy.
