In his analysis of the 1976 meeting of the Political Consultative Committee (PCC) in Bucharest, the first meeting after the Helsinki Conference in 1975, Vojtech Mastny stresses the significance of the August 1975 conclusion of the Helsinki Final Act, namely the convening of the Conference on Security and Cooperation in Europe (CSCE). In addition to discussing potential repercussions of close economic relations with the West and the question of human rights, the participants approved the creation of a Warsaw Pact Committee of Ministers of Foreign Affairs (CMFA) despite opposition from Romania.
