Description: This communiqué of the 1979 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Budapest includes an appeal by the Warsaw Pact foreign ministers to stop the arms race as well as a commitment to disarmament. Among other things, the member states advocate confidence-building measures in order to continue with the détente process. They furthermore support the following measures: a US-Soviet treaty on the limitation of strategic nuclear weapons, a reduction of nuclear forces, a committment to non-use of violence, a treaty to ban nuclear tests, and security guarantees for non-nuclear states.
