Speech by the Romanian Foreign Minister (Stefan Andrei)

Description: This is the transcript of a speech given by Romanian Foreign Minister Stefan Andrei at the 1981 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Bucharest. He expresses concern about the international political situation. In this context, he appeals to the Soviet Union and the US to withdraw intermediate-range and tactical nuclear forces from Europe and urges all European states to engage in détente. He also proposes cutting military budgets and creating a special commission of the Warsaw Pact signatories to further discuss the issues related to US-Soviet disarmament talks. The other participants do not support these proposals.
