Description:
This document outlines the reflections of US State Department official Christian Chapman on the Belgian proposal on the future tasks of NATO. It attributes the creation of this resolution to public pressure. According to the author, the study should produce a paper in five parts, including a general review of the major developments, an assessment of the progress and constraints in Europe, a clarification of the attitudes of the NATO member states to problems outside the NATO area, a review of NATO organization and procedures, and a procedure proposel for a resolution to solve Europe's fundamental problems.
