Record of the First Session

Description: This summary presents the discussions and results of the first session of the Warsaw Pact (WP) Committee of Defense Ministers (CDM) in Moscow in 1969. The CDM discusses NATO's policies, the development of the WP's land and air forces, the establishment and work of the CDM, and WP structures. NATO is depicted as the major threat; its strategy and capabilities are discussed. Further modernization and restructuring of the WP forces is seen as necessary, especially with respect to the conventional capabilities of the alliance.
