Speech by the First Secretary of the KSC (Alexander Dubček)

Description: This is a transcript of a speech given by the first secretary of the Czechoslovak Communist Party (KSC), Alexander Dubček, at the Warsaw Pact's 1968 Political Consultative Committee (PCC) meeting in Sofia. He discusses the chances that the Soviet version of the non-proliferation treaty will be ratified by a two-thirds majority of the UN General Assembly. Additionally, he points out that the Romanian suggestions are not acceptable for the US and its Western allies.
