Description: Vojtech Mastny, in his introduction to the 1972 meeting of the Political Consultative Committee (PCC) in Prague, argues that it shows détente at its peak. The Soviet project for a conference on security and cooperation in Europe is the central focus of the meeting. Brezhnev's hope to be able to convene the security conference as early as 1972 remains unrealized, as NATO countries are pressing for an expansion of the agenda by including an array of issues related to human rights, thus prolonging the process.
