This memorandum documents Bulgaria's bewilderment over Romania's position on the final draft of the Warsaw Pact's memorandum regarding the strengthening of military stability in northern and southern Europe and the Mediterranean. Due to worries about the increasing military superiority of NATO and its intentions to increase air and sea-based missiles in the Mediterranean, Bulgaria proposes that the Committee of Ministers of Foreign Affairs (CMFA) meeting in Sofia adopt a document on the issues of disarmament and security in Southern Europe. Romanian Deputy Foreign Minister Constantin Oanca criticizes the other Warsaw Pact members for proceeding with a memorandum on which no consensus has been reached.
