Remarks by the Czechoslovak Chief of Staff on the Theory of Local War

Description: This is a transcript of a speech given by the chief of the Czechoslovak General Staff, General Otakar Rytíř, in 1968. He criticizes that the Soviet military strategy is being imposed on the Warsaw Pact (WP). He states that the tasks assigned to Czechoslovakia are overtaxing the country's economic capabilities. He also blames the alliance for having failed to create effective common institutions and to elaborate a military doctrine for the WP. The implication is that the Soviet doctrine is compulsory for all members of the alliance.
