This document is a transcript of a speech given by the general secretary of the Bulgarian Communist Party, Todor Zhivkov, at the Political Consultative Committee (PCC) meeting in January 1972. Zhivkov asserts that the peace and security program of the Communist Party of the Soviet Union should serve as a guideline for all Communist parties. The Bulgarian leader proposes the organization of a conference on pan-European security and expresses concern about forces working against European peace, such as NATO and the US. Zhivkov also refers to the role played by the European Economic Community, which calls for new strategies on behalf of the Socialist countries.
