Description:
This is a Soviet memorandum on incidents at the Soviet naval base in the Albanian bay of Vlorë. The document lists examples of conflicts between Soviet and Albanian officers aboard submarine C-360 as well as repeated instances of Albanian provocation and failure to follow Soviet orders. Following the recommendations of the Warsaw Pact Political Consultative Committee, it is decided to withdraw Soviet officers and equipment from Vlorë.
