Description: This is the transcript of a speech given by Czechoslovak Foreign Minister Bohuslav Chňoupek at the 1983 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Sofia. He discusses measures towards signing a treaty on the non-use of force between the Warsaw Pact and NATO, and proposes concrete negotiations on a draft treaty. He also offers a positive assessment of the work of the Warsaw Pact expert groups and suggests convening a working group to avert the danger of a nuclear war.
