Description: This draft report for the Special Group addresses the future tasks of NATO. The document stresses that NATO can adapt to any challenges within the existing framework. The overall aim of NATO is a European peace settlement and the overcoming of existing barriers. It should respond to the Soviet threat with a combination of defense and détente. According to the report, NATO's relations with the Soviet bloc must improve. Nevertheless, the report advises that in taking initiatives regarding détente, the NATO members should retain their full sovereignty.
