Description: This memorandum records a conversation between Bulgarian leader Todor Zhivkov and Soviet General Secretary Mikhail Gorbachev during a meeting in Moscow. The discussion centers on three main issues: (i) questions regarding China and Bulgaria's contribution to strengthening relations with China, (ii) the objectives of perestroika in Bulgaria and the USSR, and (iii) the economic integration of the Socialist community. Further, Zhivkov questions the efficacy of COMECON and makes a proposal for the creation of a new organization.
