Description: This letter from Albanian Defense Minister Beqir Balluku to the supreme commander of the United Armed Forces, Andrei Grechko, expresses Albania's resentment at the Soviet threats and accusations regarding the incidents and alleged NATO attack on the naval base at Vlorë. Balluku states that the Soviet requirement to use Soviet crews exclusively is an attack on Albania's sovereignty and contradicts the principles of the Warsaw Pact regarding friendship and mutual cooperation among its members.
