Letter by the Deputy Chairman of GOSPLAN of the USSR, M. V. Khrunichev, to the Central Committee of the CPSU

Description: This letter from the Soviet central planning body GOSPLAN to the Central Committee of the CPSU contains proposals for the Soviet delegation in a meeting of central planning bodies of the Warsaw Pact (WP) on questions of military equipment. The draft stresses several points, including the necessity to increase productivity in the non-Soviet WP states' arms production, changes in payment methods for Soviet armament supplies, and the organization of a possible production of modern weapon systems in other WP countries.
