Outline of East German Positions in Forthcoming Talks with the Communist Party of East Pakistan

Description: This document outlines East German positions in the forthcoming meeting with the delegation of the CP of East Pakistan (renamed the CP of Bangladesh in April 1971) at the 9th Congress of the CP of India. With respect to the evolving situation in East Pakistan during 1971, the concept paper recommends against assenting to requests for military support and diplomatic recognition of Bangladeshi independence. While professing great sympathy for the struggle of the Bengalis, the authors of the document predict imminent military defeat for the Awami League and describe the idea of an independent state of Bangladesh as a fabrication. They advise Soviet and East German restraint in order to preserve the overall strategic interests of the Eastern alliance.
