Description: This note from Kamran Inan and John Vernon of NATO's international staff proposes that the four Sub-Groups should be authorized to request changes in the digest of published material on international affairs. A handwritten marginal note points out that there is "a clear imbalance between the importance of books and articles" available to the Special Group.
