Protocol No. 003

5 Mar 1971
Description: This is a protocol of the third session of the Warsaw Pact (WP) Committee of Defense Ministers (CDM) in Budapest in 1971. The protocol contains information about the participants, questions discussed, and decisions taken. The CDM addressed questions regarding the means of communication and command and the development plan for the WP armed forces from 1971-75. The communication system is assessed as inadequate, and the need for more cooperation and integration is stated. The staff of the United Armed Forces is instructed to develop plans for the period of 1976-80.
