Description: This is a report on the background and the tasks of the Harmel Report. Among other things, it lists the results of the report: (i) the definition of NATO's goals, (ii) the acknowledgement of the new international political situation, resulting in an active political role in maintaining a balance of power, (iii) the right of each member to maintain bilateral relations, (iv) the commitment to a peaceful Europe, and (v) further efforts for disarmament and arms control.
