Description: These are the minutes of the 13th session of the Warsaw Pact's (WP) Committee of Defense Ministers (CDM) in Bucharest in 1980. Questions discussed include (i) the state and development of infrastructural preparations undertaken by NATO and the WP, (ii) the education and training of military personnel, and (iii) the implementation of a CDM decision on automated command-and-control. Regarding the first point, the establishment of a WP C3 system is to be finished until 1985. With respect to the third point, the author deplores the lack of a modern command-and-control system.
