This is a critical letter on Soviet foreign policy from B G Gafurov, specialist in oriental studies and former leader of the Tajik Communist Party (1946-56), to Leonid Brezhnev. Gafurov discusses structural shortcomings in the Soviet Central Committee and recommends establishing an advisory department which would include leading academics. He points out that the results and efficiency of Soviet economic, technical and military aid in Asian and African countries in the past 10 years are unknown. Gafurov is particularly concerned that Soviet military aid is not purposeful. He asks for strategic planning and goals in Soviet foreign policy in Asia and Africa, and better propaganda work.
