Description: This summary presents the key elements of a report on technical-operative specifications for a unified Warsaw Pact (WP) early warning system for detecting the use of weapons of mass destruction (WMD). The report was delivered during the 24th session of WP's Committee of Ministers of Defense in Budapest in 1989. At several junctures, the participants discuss the main tasks of such a system, the appropriate structure, and the correct method and time for establishing such a system. A functional early warning system is depicted as an important measure for preventing war.
