Description:
This report on the January 1985 meeting of the Warsaw Pact (WP) deputy foreign ministers in Sofia exposes the continuing disagreements between Romania and the other six WP countries. While the meeting had been called to conclude preparations for a conference of the Political Consultative Committee (PCC) scheduled only days later, the conference was ultimately cancelled due to several unresolved conflicts among the members, including the rejection of the Romanian proposals for a unilateral freeze of the WP states' military budgets for 1985-1986 and a reorganization of the PCC.
