Speech by the General Secretary of the CPSU (Mikhail Gorbachev) in Warsaw

15 Jul 1988
Description: This is a transcript of a speech given by the general secretary of the CPSU, Mikhail Gorbachev. He reviews the progress of international relations and cooperation with NATO during the three years since the unanimous renewal of the Warsaw Treaty in Warsaw. He states that the threat of war and confrontation has diminished and confirms his stance on cooperation with a new US administration. He then proposes to create a Common European Home for the Socialist states, corresponding to the model of the European Community in the West. While he states that the most urgent issue at present is the reduction of forces, he also urges for more action in the non-military sphere, such as implementing interparliamentary exchange programs, cooperation on environmental issues, and humanitarian contacts with the West.
