Memorandum by the Polish Foreign Minister (Adam Rapacki)

Description: In this memorandum, Polish Foreign Minister Adam Rapacki expresses his reservations regarding Mongolia's possible accession to the Warsaw Pact. The main reasons he gives are as follows: (i) the Warsaw Pact is a European defense alliance, (ii) Mongolia's accession would not be feasible without the support of Albania and Romania, and (iii) such a move could cause security problems with China.
