Statement by the Romanian Chief of Staff on Reform of the Warsaw Pact

4 Feb 1966
Description: This 1966 statement by the Romanian chief of staff on reforming the Warsaw Pact (WP) stresses that the statute of the WP Unified Command and the behavior of the supreme commander are contradictory to the principles of cooperation and sovereignty. Accordingly, the Romanians demand more independence and propose the formation of a Unified Command Military Council that adopts decisions unanimously.
