This memorandum of conversation records a meeting between Soviet and Bulgarian leaders Brezhnev and Zhivkov, in which they exchange information on the domestic situation in their respective countries, the bilateral cooperation between them, and the most current issues in the international arena. Regarding the situation in the USSR, Brezhnev informs that the most important task the economy is facing is the improvement of labor productivity and the modernization of the industrial sectors. He discusses also the crisis in Poland and its implications for the other Warsaw Pact countries. On the topic of the international situation, major themes are the negotiations for bilateral disarmament with the USA and the prevention of creating a "closed" political and/or economic alliance on the Balkans. Zhivkov gives an optimistic report on the domestic situation in Bulgaria, stating that the productivity in all economic spheres is good. He admits that the events in Poland have had some resonance in Bulgaria, but that in response, the party has increased its ideological and political activities and would never allow for any practical unrest.
