Description:
These are the basic principles of Warsaw Pact (WP) military aid to developing countries. The principles are adopted at the 12th session of the WP's Committee of Defense Ministers in Warsaw 1979. Each state establishes special administrations for military aid; these administrations coordinate their actions and consult with one other. In cases where the military aid involves the supply of items developed in third states, the consent of these third states is necessary. Detailed regulations are elaborated, including for the transfer of licenses and technical and personnel support.
