Memorandum from East German Foreign Minister Otto Winzer to SED Party Leader Walter Ulbricht

Description: This memorandum includes the Soviet opinion on the status of West Berlin. The Soviet Union would prefer to wait until the NATO countries advance a position statement of their own before presenting the Warsaw Pact's proposals. The Soviet Union also advocates bypassing the German Question at the forthcoming 1959 meeting of the Warsaw Pact foreign ministers in Warsaw.
