This is a summary of decisions taken at the Political Consultative Committee (PCC) meeting in 1978 and at the 11th session of the Warsaw Pact's Committee of Ministers of Defense. The decisions address the development of the United Armed Forces (UAF) from 1981 to 1985. The chief of staff of the UAF, Anatoli Gribkov, outlines the planned modernization process of different military branches.
