Summary of the Fourth Agenda Item

Description: This summary presents the highlights of a report on the coordination of Warsaw Pact (WP) military aid for developing countries. The presentation was delivered at the 11th session of the Warsaw Pact's Committee of Defense Ministers (CDM) in East Berlin in 1978. The document reviews the history of WP military aid and analyzes several deficiencies. To overcome these, a number of basic improvements are suggested. These include mutual coordination, information, and consultation among the WP states. The proposal was made by the Soviet Union, which wants to exercise tighter control over its WP allies in this respect.
