Description: This document is an appeal to the Central Intelligence Agency (CIA) by Daniele Ganser. It makes reference to his declined Freedom of Information Act request from 14 December 2000 on Operation Gladio. Ganser argues that secrecy exemptions refer only to CIA operations that remain secret at present. The issue of stay-behind armies has been discussed in government publications and European media, for which Ganser offers selected bibliographical examples.
