Description: This document is an East German summary of a presentation given by the supreme commander of the United Armed Forces, Viktor Kulikov. It addresses the first topic on the agenda of the 16th session of the Warsaw Pact's Committee of Ministers of Defense in Sofia in 1983. In the light of NATO's plans for the deployment of Pershing II intermediate-range ballistic missiles as well as cruise missiles in Western Europe, East Germany declares its intention to enhance the capabilities of all military branches during the years 1986-1990.
