Memo on India-Pakistan Relations to Politburo Members

Description: This Soviet Communist Party paper deals with India-Pakistan relations following armed clashes in Kashmir. At the time of writing, neither side have withdrawn their troops, as demanded in a Security Council resolution, but are willing to negotiate a peaceful solution to the conflict. India’s and Pakistan’s positions in the Kashmir question are discussed. The Soviet Union offers its services to organize a meeting between the Indian prime minister Lal Bahadur Shastri and the Pakistani president Ayub Khan in Tashkent. Mediation plans of Western states, particularly the US, are mentioned. The document includes the Soviet resolution and the invitation letters.
