This document is a transcript of a speech by General Secretary of the CPSU Mikhail Gorbachev at the 1985 Political Consultative Committee (PCC) meeting in Sofia. Gorbachev states that no significant progress has been achieved in the disarmament diplomacy of the Socialist states, and urges delegates to search for new solutions that would force NATO to undertake concrete steps toward disarmament. Particular political significance is attributed to the prospect of dialog with the western European states without the participation of the US.
