This is a draft regulation of basic principles for the Warsaw Pact's (WP) United Armed Forces (UAF) and its command in times of war. Supreme Commander of the UAF Viktor Kulikov presented the draft during the 12th session of the WP's Committee of Defense Ministers im Warsaw in 1979. The document is to clarify the work of the UAF, including its structure, command, infrastructure, and financing. The Soviet general staff is the working organ of the WP supreme command in wartime.
