Description: This memorandum outlines the respective force levels and military capabilities of NATO and the Warsaw Pact (WP) in Europe and the methodology for quantifying the parameters in question. The memorandum is discussed during the 23rd session of the WP Committee of Ministers of Defense in Sofia in 1988 against the background of negotiations on the reduction of conventional forces in Europe. The first part reviews the statistical methodology and assesses NATO and the WP ass being at overall parity; however, some asymmetries remain. In the second part of the document, tables offer details on the numbers underlying this assessment.
