Description: This report on the 1979 meeting of the Warsaw Pact's Committee of Ministers of Foreign Affairs (CMFA) in Budapest includes a summary of the individual speeches. The main topics are confidence-building measures and military détente, e.g., deliberations on a treaty banning the first use of nuclear and conventional weapons. The Warsaw Pact foreign ministers agree that the CSCE conference in Madrid should substantially contribute to a reduction of tensions between the Warsaw Pact and NATO. The Romanian proposition to create a pan-European institution on security and cooperation is criticized by the other participants.
