This is the summary of a report given by the Supreme Commander of the Warsaw Pact (WP) United Armed Forces (UAF), Viktor Kulikov, at the 14th session of the WP Committee of Ministers of Defense in Moscow in 1981. Kulikov assesses the state of the UAF's land and naval forces. According to his analysis, NATO's military planning is based on the premise of a surprise attack against the WP. He therefore suggests upgrading and modernizing the armaments of the UAF.
