Memorandum of Discussions

Subject: Session of the Consultative Political Committee of the Warsaw Treaty
18 Jan 1965
Description: This memorandum of discussions between the Romanian and the Polish Workers' Parties addresses pending issues related to the session of the Political Consultative Committee (PCC) from January 1965. The Romanian side expresses its disagreement with the draft-treaty on non-proliferation of nuclear weapons handed in by East Germany only days before. The Polish side defends the East German proposal, stating that it is merely a statement of the desire to present the idea of a non-proliferation treaty in front of the UN. Albania's refusal to take part in the PCC's proceedings while, at the same time, not wanting to withdraw from the Warsaw Pact is also discussed.
