Interview Gen. Mjr. Ing. Vladimír Picek

conducted by Karel Sieber, 26 September 2003

26 Sep 2003
Description: This is a transcript of an interview with Czechoslovak General Vladimír Picek (b. 1927), chief of the Operations Directorate from 1969-1970. It gives an insight into the minds of Czechoslovak operations officers during the 1960s, when an offensive option was added to the defensive operational plan. General Picek emphasizes the important role of nuclear weapons for Soviet military considerations, which involved building storage facilities in Czechoslovakia and reforming the Czechoslovak armed forces. Further, General Picek regards the Czechoslovak Operations Plan 1964 as unrealistic because the crucial decisions were taken by the Soviet General Staff. Finally, he talks about operational planning after the Soviet occupation of Czechoslovakia.
