Letter from General Ion Gheorghe, Deputy Minister of Romanian Armed Forces, to Nicolae Ceauşescu

Description: In this letter, the deputy minister of the Romanian Armed Forces, Ion Gheorghe, reports the results of his discussions with the chief of staff of the United Armed Forces, Sergei Stemenko. Gheorghe and Stemenko agreed to postpone a joint tactical-operative exercise with troops, scheduled to take place on the territory of Romania in October of the same year under the command of the Romanian defense minister. The Romanian delegation maintained that it was no longer possible to organize any common exercise in Romania in the fall of 1969, and that this maneuver should be carried out in spring of 1970.
