Memorandum on Soviet Policy towards the Developing Countries

Description: This report by the GDR embassy in Moscow describes the conceptual foundations of the new Soviet policy towards the developing countries since 1985. The reorientation of Soviet policy is based on a scientific analysis of these relations based on a reinterpretation of the basic processes determining political and social progress in the developing countries. Another important aspect is the peaceful resolution of regional conflicts. The new Soviet policy aims at establishing a new basis for these relations by approaching every country according to its specific characteristics instead of trying to impose universal instruments for all cases. The new concept strongly rejects the old view of the Third World as a Cold War battlefield and instead aims for cooperation with the West in solving regional conflict and supporting national development.
