In this editorial note, Vojtech Mastny argues that the 1987 PCC meeting in Berlin marked the end of the Warsaw Pact as it had evolved since 1961 - a change from an offensive to a defensive military policy. At the meeting, the Soviet Union introduced a document on the military doctrine. The structure of the Warsaw Pact, however, resisted the adoption, making it impossible to implement the doctrine without impairing the integrity of the alliance.
