Description: This statement presents the Soviet Union's view regarding Soviet peace initiatives and related discussions. Soviet Defense Minister Dmitri Ustinov's remarks were made during the 12th session of the Warsaw Pact's (WP) Committee of Defense Ministers in Warsaw in 1979. Ustinov comments on NATO's armament policy, saying that the Soviet Union will not accept an imbalance of forces. He explains the meaning of the peace initiative with respect to different policy areas and concludes that NATO's policy necessitates a thorough modernization of the WP's armed forces. He criticizes Romania's disarmament proposals.
