In this transcript of a speech by Erich Honecker at the 1988 Political Consultative Committee (PCC) meeting in Warsaw, the East German leader states that the threat of war and confrontation has diminished. He reviews the outcomes of the disarmament process and holds that the offensive forces of the Soviet Union and the US have to be reduced by 50 per cent.
