Description: This report on inter-allied relations by Belgian Minister of State Paul Henri Spaak represents the outcome of the discussion among Sub-Group 2. It examines the original conception of the alliance in 1949 and its historical development since. It further assesses détente and its consequences in the political field. On this basis, the report draws conclusions for the future shape and tasks of NATO. It particularly emphasizes the need for a common policy, a balance of power between Europe and the US, and a comprehensive conception of Europe.
